奧巴馬總統發佈美國非洲裔歷史月公告（2010年2月1日）

美國非洲裔自初到我們這個國家以來的數百年中，歷經遭受奴役和壓迫的苦痛、爭取進步的希望和實現美國夢的喜悅。美國非洲裔的歷史是貫穿於我國為自我完善而持久奮鬥的歷程的一條關鍵主線。每年二月，我們都要紀念美國非洲裔歷史月，以回顧我們國家取得的巨大進展並深思我們依然面臨的挑戰。今年的主題，“黑人經濟振興史”，要求我們向那些克服了種種不公正和不平等條件而實現經濟獨立並從而獲得自我權益保障的美國非洲裔致敬。

南北戰爭結束近一百年後，美國非洲裔依然面臨巨大的挑戰和屈辱。普遍存在的種族偏見剝奪了他們的機會，黑人法典和吉姆克羅法之類的制度性歧視使他們不能充分享有全面的公民權利。盡管存在著這些似乎不可逾越的障礙，美國非洲裔先驅者們仍為自己和子孫後代開闢了道路。他們成為能工巧匠和專業人員。他們購買了土地，新一代黑人企業家創辦了銀行、教育機構、報社、醫院和各類企業。 (簡體中文全文)

THE PRESIDENT: Madam Speaker, Vice President Biden, members of Congress, distinguished guests, and fellow Americans:

Our Constitution declares that from time to time, the President shall give to Congress information about the state of our union. For 220 years, our leaders have fulfilled this duty. They've done so during periods of prosperity and tranquility. And they've done so in the midst of war and depression; at moments of great strife and great struggle.

It's tempting to look back on these moments and assume that our progress was inevitable -– that America was always destined to succeed. But when the Union was turned back at Bull Run, and the Allies first landed at Omaha Beach, victory was very much in doubt. When the market crashed on Black Tuesday, and civil rights marchers were beaten on Bloody Sunday, the future was anything but certain. These were the times that tested the courage of our convictions, and the strength of our union. And despite all our divisions and disagreements, our hesitations and our fears, America prevailed because we chose to move forward as one nation, as one people.
